On September 8, in order to implement the national "3060" carbon targets, promote the construction of Tongliao Integrated Zero Carbon Industrial Park, and build an equipment manufacturing base for the Industrial Park, China Tianying Inc. (CNTY), Tongliao Municipal People's Government and the Investment Association of China (IAC) reached a strategic cooperation agreement on building a 10 million kilowatt Integrated Zero Carbon Industrial Park in Tongliao of Inner Mongolia. Guo Yufeng, Deputy Party Secretary and Mayor of Tongliao, Sun Yaowei, Chairman of the Energy Investment Professional Committee (EIPC) under IAC, and Yan Shengjun, Chairman of CNTY jointly signed the agreement.
The Signing Ceremony
According to the agreement, the three parties will give full play to the overall advantages of their respective resources to achieve win-win development. Specifically, the Integrated Zero Carbon Industrial Park which will be implemented by 2025 includes 6GW of installed wind power generation, 4GW of installed photovoltaic power generation, 2GWh of gravity energy storage, 50,000 tons/year of green hydrogen production and 300,000 tons/year of green ammonia production, with a total investment of RMB 60 billion and additional RMB 10 billion for building a zero carbon industry equipment manufacturing center. In addition, the three parties will establish a parent fund for Tongliao's Zero Carbon Industry and set up sub-funds to support the building of Gravity Energy Storage Research Institute, Green Hydrogen Research Institute, Green Ammonia Research Institute and Biomass Energy Research Institute. Through carrying out cooperation around waste treatment and operation in urban and rural areas of Tongliao, the agreement also aims to manage and monitor carbon data within the area and build a zero carbon energy demonstration unit in eastern Inner Mongolia.
The city of Tongliao is located in the eastern part of Inner Mongolia, with rich wind and solar energy resources and solid energy infrastructure. Chairman Yan Shengjun said at the signing ceremony that the construction of the Integrated Zero Carbon Industrial Park will further boost Tongliao's clean energy industry, promote energy system digitization, drive the extension of zero-carbon industry chain, and accelerate the transformation of Tongliao from a fossil-driven city to a clean-energy-driven city.

CNTY insists on leading industrial development with technological innovation and continues to promote the environmental protection industry chain from waste recycling, utilization, sorting to end-processing, while taking the lead in introducing the cutting-edge gravity energy storage technology. The Zero Carbon Industrial Park, jointly built with Tongliao Municipal Government and IAC, will be an important milestone and a benchmark for CNTY's drive to build itself as a zero-carbon brand.

Yu Lizhong expressed warm congratulations to the signing of the strategic cooperation. He pointed out that CNTY has advantages in capital reserves, scientific research, technical talents and project construction and operation, and has the inner drive to develop new energy. Yu further stressed that the municipal government of Hai'an will continue to support the cooperation between CNTY, IAC and Tongliao government, provide synergistic services and further strengthen cross-regional interactive cooperation between the two cities.

Meng Xiandong said that Inner Mongolia attaches great importance to the development of new energy industry. Tongliao aims to promote the transformation and upgrading of energy structure through accelerating local consumption of green power, as well as building a green power equipment manufacturing center. Meng stressed that on top of the agreement, follow-up steps including project conception, resource allocation and construction & implementation should be fully considered to speed up the commencement of project construction.
